By the Ordinance Act No. 26 of 1871 re-establishing Village Councils, Village Councils were established throughout Sri Lanka by Ordinance Act No. 9 of 1924. Accordingly, Baddegama and Wanduramba Village Councils were established in 1925 under Ordinance No. 09 of 1924. Since 1931, under the Donamore Constitution, the powers of village councils have been expanded and representatives have been elected, and the number of village councils has been further expanded. Accordingly, the New Village Council Ordinance No. 60 of 1938 was also adopted. The Telikada-Majuana village council, a sub-office of the current Baddegama local council, was established in 1958 as a result of that project. The current local council was created by merging the three village councils of old Baddegama Wanduramba and Thelikada-Majuana.

After June 1973, the Village Council was abolished and District Development Councils were established under the District Development Council Act No. 35 of 1980 and all the Village Councils and Minor Municipal Councils that were functioning in Sri Lanka at that time became sub-offices of the District Development Council. Baddegama Village Council became a sub-office of Galle District Development Council from 01.06.1980 and the village council functioned under a responsible officer. Decisions related to the area were taken by the District Development Council. The local government system called “District Development Councils” which had been in operation for about 8 years was abolished from 01.01.1988 with the implementation of the Local Councils Act No. 15 of 1987. From that day onwards, local government bodies called Pradeshiya sabhas are in operation. Under it, the previous 03 Village Councils namely Baddegama, Wanduramba, Thelikada-Majuana were merged and Baddegama Pradeshiya Sabha was established.The special gazette dated 12.05.1987 has also announced that the limits of this local council will consist of 24 village officer divisions. (At present there are 70 Grama Niladhari Divisions) The size is in sq. km. 130 Accordingly, the Baddegama local council has existed since 1987 until today.
